The conventional logic for F&B site selection goes like this: find a busy street, get near an MRT, benchmark your rent against neighbours. It assumes that foot traffic equals customers and that expensive locations are worth it because of what they signal.
The data produces a more complicated picture. The highest-scoring subzone in our analysis is Sengkang Town Centre - an HDB town centre in the North-East, 243 metres from Sengkang MRT, at SGD 13.12 psf. It scores 90 out of 100. Newton Circus, in the heart of the central region, scores 87 at SGD 15.51 psf. Raffles Place - Singapore's busiest MRT station by tap-outs - scores 72 at SGD 12.98 psf.
Top 10 subzones by F&B score
The table below ranks the top 10 subzones from our database. Scores are calculated across five dimensions: rent affordability, daytime population, MRT access and volume, competition density, and approved residential pipeline.
The Central Region dominates the top 10 - but not because central locations are cheap. Newton Circus, Boat Quay, Clarke Quay, and the Rochor cluster all score well because they combine high daytime population density, strong MRT access, and - relative to their footfall - manageable competition. They are not cheap. But the score reflects that the demand justifies the cost better than many suburban locations where rent is high and demand is thin.
Sengkang Town Centre is the outlier that changes the analysis. At 90/100, it outscores everything in the CBD. The combination: 43,540 weekday MRT tap-outs at an interchange 243 metres away, a dense residential catchment, and a PSF that - while not low at SGD 13.12 - delivers more per dollar of rent than most central locations.
Why the Central Region still leads - and why it's not the whole story
The Central Region averages 58.8 across 36 subzones - the highest of any region. But that average conceals a wide distribution: the best central subzones score in the 80s, but several central-region industrial and restricted subzones drag the average down. The North-East averages 44.9, but its best subzone (Sengkang Town Centre, 90) outscores the Central Region's best.
The East Region scores lowest on average at 38.3 - but at the highest average PSF of SGD 17.10. This is the region where the rent-to-demand gap is widest and the structural headwind for independent operators is most significant.
The Sengkang finding
Sengkang Town Centre's score of 90 reflects a specific set of conditions that are difficult to replicate elsewhere in Singapore. The town centre sits at the Sengkang MRT/LRT interchange - the station recorded 43,540 weekday tap-outs, comparable to many central-region interchanges. The residential catchment is dense and established. And the competition density, while present, has not reached the saturation levels of central-region clusters.
What it doesn't have is pipeline. With zero approved residential units in the immediate catchment, Sengkang Town Centre's opportunity is current, not future. The demand is there now.
One North: the pipeline play
One North in Queenstown scores 74 at SGD 10.51 psf - not the top of the table, but notable for a different reason: 14,878 approved residential pipeline units in the catchment. That's the largest pipeline figure of any high-scoring subzone in our dataset. For an operator with a medium-term view, One North represents current demand at a manageable cost with significant future upside already locked in through approvals.
What this analysis doesn't tell you
Subzone-level scoring reflects structural location quality. It doesn't capture whether a specific unit on a specific street has the footfall the subzone average implies, whether the immediate 200m has entrenched competitors, or whether the quoted rent is above or below the URA transaction benchmark for that subzone.
A subzone score tells you where to look. An address report tells you whether to sign.
